Enactment of voter petition and referendum requirement as a precondition for introduction of any legislation that seeks to abolish a constitutional office (now codified at Code § 24.2-685)
1990-91
Successful opposition to Joint Legislative Audit and Review Commission (JLARC) recommendations to abolish the Compensation Board and replace present constitutional officer funding with a block grant program
1994
In partnership with Commissioners of the Revenue Association and Treasurers Association, defeat Hanover County effort to eliminate offices of Treasurer and Commissioner through “back door” of change in form of county government to county manager form
1995
Enactment of legislation extending the voter petition and referendum requirement to efforts to eliminate constitutional offices through a change in form of government (closing the loophole unsuccessfully used by Hanover County to get around the petition and referendum requirement in 1994) (codified at Code § 24.2-686)
1996-97
Successful advocacy with Virginia Code Commission for inclusion of a concise statement of constitutional officer independence in the recodified local government title of the Code of Virginia (codified at Code § 16.2-1600 B)
1997
Establishment of constitutional officer retiree health insurance credit (now codified at Code § 51.1.-1403)
2023
Increase in constitutional officer retiree health insurance credit to $1.75 per month, per year of creditable service, up to $52.50 per month (Code § 51.1.-1403)
